The Issue config.yml include a link to the Community forum. The GH Question issue template is redundant and would misdirect questions to GitHub instead of the community site. Signed-off-by: Marques Johansson <mjohansson@equinix.com>

Removes the question issue template which directs users away from the preferred approach - community.equinix.com.
The community link is updated from a login-required new post page to a listing page in the Developer section.
If a Terraform section were present, that would be a better target.
