Fix: specify transformer-raw for geojson files

Also:

adds geojson files as parcel entry points so they're available in the build, a la this comment
adds logic to scraper to exclude problematic perimeters
write merged perimeters to year/state instead of in filename (seemed parcel may also have had an issue with underscores in filenames imported with the tilde resolver; import foobar from 'url:~/foo_bar.geojson'; resulted in an error that foobar.geojson could not be found
