The changes done in previous Ahmedabad HF for Amoy for the Wrapped MATIC contract didn't go as expected (more details here). This PR adds another HF for amoy (named Gandhinagar) which updates the Wrapped MATIC bytecode.
The HF is scheduled on 18th Sept at block 12121856 which will be around 10 AM UTC.
