The fetch CLI decision flow improvements have been implemented and the details are below:

1. Without modifying the decision loop logic, _decide_if_use_dockerhub detached from Airtable Interface and use S3 JasonInterface. A new search function with efficient time complexity to check the model existence.
2. Without modifying the decision loop logic, _decide_if_use_hosted implemented a very fast(benchmark has given on the issue 🐕 Batch: Ersilia CLI Performance Improvement #1299) url search algorithm.
3. Some asynchronous packages has been added to the pyproject.toml
