Change Request: rename require-baseline to use-baseline

What problem do you want to solve?

After giving it some thought, I think require-baseline is the wrong name for the rule, primarily because setting the rule to "warn" means that baseline status isn't actually required.

What do you think is the correct solution?

Rename the rule to use-baseline to better indicate what it's doing.
