Partial fix for #3093

Description of changes:

  • drop support for CUDA 8 and 9
  • remove CI jobs for CentOS and Ubuntu 18.04
  • bump CMake and Cython version requirements

Several packages in CentOS 7 no longer meet the minimal version
requirements for ESPResSo. Several ESPResSo dependencies are
not yet available in CentOS 8 due to packaging issues. CentOS
is mostly relevant for computer clusters, where it is common
practice to load custom/newer compilers and libraries via modules.
