Fixes #3807, fixes #3093

Description of changes:

  • increase Boost version to avoid singleton bug from 1.65.1
  • improve parallelism of GPU integration tests

CMake: Fix GPU tests logic

Use RESOURCE_LOCK GPU instead of RUN_SERIAL ON to run GPU tests
in parallel to CPU tests. Disable this resource lock for builds
without CUDA.
