EIP-8038 appears in both "Considered for Inclusion" (line 37) and "Proposed for Inclusion" (line 86).
This duplication was introduced in commit 49dfa40 when EIP-8038 was moved to "Considered for Inclusion" but not removed from "Proposed for Inclusion".
