Add Blockscout explorer to the list of explorers, Goerli and Sepolia resources, change URL to eth.blockscout.com

Description

• https://eth.blockscout.com/ is missing in the list of explorers and the link in services chapter of explorer section is changed to this one.
• https://eth-goerli.blockscout.com/ is missing in the Resources list of Goerli chain.
• Blockscout recently launched the explorer for Sepolia testnet https://eth-sepolia.blockscout.com/ - it is added to the Resources list of Sepolia chain.
