feat: update labeler

Description

• Removes "needs review" as this is implied with all PRs
• Adds /docs to "documentation"
• Adds storybook to tooling
• Removes all-contributors from being labeled
• Fixes "translations" vs "content"
  • public/content/translations path fixed
  • Added ! to remove english updates from "translations", and non-English updates from "content"
• Renames "internal" to "config"
