Introduces Engine API specification of EIP-6110.
Note: Methods and structures modified by the EIP are versioned as
V6110, while structures that are added by the EIP are versioned asV1. This is done to avoid potential clashes when several experimental features and hard forks are modifying the same structures and methods.
