JSON-RPC EthereumApi.Transact Does Not Allow Data to Be Sent

It would be quite helpful if we could include tx.data with the tx rpc command as we currently do with the js plugins in windows.

Transact still uses init and body I will fix that asap.

Jeff seems to already have fixed this with ethereum/eth-go@81ef40010f6f31bc94f654048b41fa3a9f9e07eb . You now only supply the body arg.
