JSON-RPC EthereumApi.GetStorageAt not fully implemented?

Try EthereumApi.GetStorageAt instead of Ethereum.GetStorageAt

Perhaps we should reconsider the namespace.

The wiki example shows the 'key' argument in hex, but a hex key crashes Ethereal.

The key needs to be passed in decimal (base 10) format, because that's what SetString expects.

Which one should be changed, the wiki (base 16) or ethrpc (base 10)?

I guess the best option would be to support both base 10 & 16. Possibly by prefixing the key with 0x or not. @obscuren thoughts?

For what it's worth cpp-ethereum's RPC uses hex and prefixes with 0x.
