Note that if we do mock out safe block support and set the safe block in the test the wantHashes here will almost definitely change.

That's perfectly fine, I think it makes sense to make the tests document "this is what we do now", which is not necessarily "this is the ideal optimum". That makes it so we detect changes in behaviour, and force us to decide if the change is wanted/warranted or not.
