ci: fix Node.js 22 tests

Fix outstanding CI failures on main.

• sync package-lock.json after Bump @noble/curves from 1.4.2 to 1.5.0 #114
• github ci: set fail-fast to false
• Work around CI failure by temporarily pinning Node.js v22 to v22.6.
  • Parcel 2.12.0 malloc(): corrupted top size in Node 22.7.0 nodejs/node#54573
  • Parcel 2.12.0 malloc(): corrupted top size in Node 22.7.0 parcel-bundler/parcel#9926
• refactor: split out test-runner devDependencies into test/package.json
  • remove redundant @types/mocha v9 devDependency
  • check in test/package-lock.json for performance, consistency, and auditability
