This is a complement and/or alternative to eip-7329. It proposes fixes for a number of pain points, most of them unrelated to splitting the repo:

• getting a Draft into the repo in the first place
• editing a document while complying with changing rules
• referencing relevant resources that aren't specifically allowed
• ensuring that all referenced resources remain accessible
• assuring that the many Drafts we edit are technically sound and of high quality
• integrating the EIP process with the Reference Implementations and Core Devs workflows.

On the last item, we propose that the Editors treat the Core Devs as an "official" Working Group, since de-facto they already are. We want to better separate the responsibilities and workflow of the Editors and Core Developers, affirming that that the devs can work in whatever repo they want, with whatever workflow they want, with more discretion over the form of their specifications.
