Part of #501, implementation of EIP 1108.

Depends on ethereumjs/ethereumjs-common#53 (merged).

Initial post on PR above, there was some consensus with @s1na that we start regarding Istanbul EIP integration with this one, for motivation and context see Common discussion thread.

Since tests for Istanbul are also still pretty much off we should also do some dedicated tests. These shouldn't bee too complex and time consuming on creation but just to ensure some basic coverage.

This would likely also be the PR - since being the first - to add the basic updates for supporting the istanbul HF flag in the VM.
