EVM: Update EIP-7702: devnet-6 readiness

Implements: ethereum/EIPs#9248 (EIP-7702: EXTCODE* reads code, not 0xEF01 as proposed before).

Also updates the system addresses:

ethereum/EIPs#9287
ethereum/EIPs#9288
ethereum/EIPs#9289

Passes: https://github.com/ethereum/execution-spec-tests/releases/tag/pectra-devnet-6%40v1.0.0 (state/blockchain/tx tests)

NOTE: we should run blockchain_engine tests as well (and we should setup a test runner for this!)
