EthStorage -- sync

• Fix issues (es-node cannot stop by ctrl + c with version v0.1.8 es-node#237, es-node failed to launch when using docker on Windows es-node#249, Use dynamically adjusted request size to fetch blobs data from peers through p2p instread of using the static p2p.max.request.size value es-node#232)

• Public testnet: Write code to filter out spam applying to join the public testnet, check 62k+ records, and keep about 5200+ records after filtered (with rules: 1. form filled correctly; 2. has post tweet correctly; 3. The number of Twitter followers is greater than the given number)
