Thanks. This change isn't free of issues as it is now (e.g. it may override some non-external paths from plugins and change them to external). So I'm going to revert my change to unblock people, then worry about fixing this later. |

I confirmed that this change will fix #2177.
But I'm not sure whether this change is correct.
