Citable release

This is a new release that will be citable with a DOI. The code is Identical to v1.0.

pre-SUPERB release

Improvements:

Improved harmonic summing routines.
Custom execution policies for thrust calls.
Removal of performance bottlenecking thrust memory allocations.

Instabilities:

Still unknown instability on some machines when running on multiple GPUs. Issue is not reproducible on all machines and its origin is currently unknown.
