Exercise isbn-verifier is designated as being unlock by bob. Exercises can only be unlocked by core exercises. Bob was not designated as core. This commit corrects that error.

#219 indicates that
isbn-verifieris being unlocked by a non-core exercise,bob. This PR re-designatesbobto be a core exercise, which will correct the conflict.
