Update Smarty library to 2.6.26 #296

Current version in repo is 2.6.19. Last 2.x version is 2.6.26. 3.x branch currently at 3.0.8 moving into 3.1.x

It looks like upgrading to 2.6.26 is a straight upgrade which I have working locally. I plan to watch this for 2 weeks and integrate it in the repo before rc2 is frozen

We'll likely want to upgrade to v3.1x sometime after 2.0 stable is released.

(from [df9cbae]) Upgrade Smarty from 2.6.19 to 2.6.26. Changes folder name to external/Smarty-2 in prep for possible upgrade to Smarty v3. Old v2.6.19 is still in /external/Smarty and can be reconnected by making 3x 'include_once' edits in subsystems/template.php
