The change required latest go-htpasswd library so I've updated it and also synced vendor directory with go.mod

Looks good to me. Thank you very much. Note to future reviewers: the vendored consul and its protobuf dependencies should have changed in 9c1766f already. Presumably they are updated here now as a side effect of updating github.com/tg123/go-htpasswd. |
