Upgrade clap, clap_complete

Summary: Cannot upgrade `clap_verbosity_flag` because `2.0.0` moves to `clap` 4, and some CLIs in `fbcode` use both `clap-3` and `clap_verbosity_flag`. Might be a circular dependency there actually (i.e. both those CLIs and `clap_verbosity_flag` need to be updated in the same diff), but we're talking like 4 small CLIs, so I don't really care.
