[0.70][RN][General] Migrate boost download url away from JFrog #42178

Summary:

JFrog is down and it's making all the iOS build fails. Reference: #42110

Changelog:

[Internal] - Change url from where boost is downloaded

Test Plan:

CI is green

@cipolleschi Will this fix be included in a new 0.70.x release? I see there was releases for 0.73, 0.72, and 0.71, but not 0.70 for this patch.
