🐛 Bug

running make test on 549497a fails with

ERROR: /home/petkantchin/ws/nodlabs/compiler_gym/repo/examples/loop_optimizations_service/service_py/BUILD:7:10: no such package 'compiler_gym/third_party/programl': BUILD file not found in any of the following directories. Add a BUILD file to a directory to mark it as a package.
 - /home/petkantchin/ws/nodlabs/compiler_gym/repo/compiler_gym/third_party/programl and referenced by '//examples/loop_optimizations_service/service_py:loops-opt-service-py'
ERROR: Analysis of target '//examples/loop_optimizations_service:example' failed; build aborted: Analysis failed

Either there is a build file missing or the example is not supposed to be built with Bazel.
