Summary

implement a wazero-backed VM behind wazero build tag
update version helper for wazero
update CGO files to exclude when wazero tag is set
add wazero integration test using existing hackatom contract
ensure InitCache fails for invalid paths on Unix

Testing

golangci-lint run ./... --fix
make test
