infra(renovate): disable rimraf update for now

rimraf dropped node v18 support.
To prevent it from contaminating renovates PRs, we should disable it until we drop Node 18 support.

• The official maintenance of node 18 has not yet ended, we should not remove support for 18 isaacs/rimraf#312
