Implements cncf-tags/green-reviews-tooling#121

  • Adds a benchmark workflow containing the list of job(s) such as the stress-ng benchmark job

HI @leogr, no need, thank you - blocked by cncf-tags/green-reviews-tooling#121 (comment) - will likely re-write this GHA workflow into a bash script! 👍
