Any specific area of the project related to this PR?

What this PR does / why we need it:

Attempts fixing the CI issues that we have on mainline when validating plugins. These seem to be related to moby/buildkit#4043. We pull a version of the docker client with the issue from https://github.com/falcosecurity/rules/tree/main/build/checker. Once a new version of the client gets released, we should update the rules checker tool, but for now we can just build with a less recent go version.
