Can still request specials episodes when the feature is disabled

Description

When disabling the requests for special episodes, the special seasons are not visible anymore, but the button to request more is visible, and you can request them when clicking on the slider to request every season available.

Steps to Reproduce

1. Go to Jellyseerr as the owner
2. Got to Settings > General
3. Untick "Allow Special Episodes Requests" and save
4. Go to a series with special seasons (with or without all seasons already requested except for specials)
5. Click on the slider to request every season and click on the request season button
