Dataset edits typos (#1084)

* adding territory definition, fixing typos

adding definition for US territory dataset and fixing capitalization
for titles. We’re going with title case for this copy.

* removing duplicate words

“the” was repeated twice in two places.

* fixing-typos-cjis

CJIS submitted typo fixes, this addresses most of them.
