What this PR does / why we need it:
Pins dependencies to major version range to prevent breaking changes with newest version.

Hm this was specific to 3.10. Every other version has a major version of 1.

Yup I checked the version against 3.8 and there weren't any major version bumps. I think it's only 3.10 that has a version bump. I can bump google-api-core restrictions up to 3, aka >=1, <3, this allows us to generate for both 3.10 and others.

Sure, that's fine by me.
