After further investigation/testing I realized that the changes in this PR don't make any difference because the actual cause of #118 is a limitation of the NPM |

I'm still having issues using hugo-bin in linux-arm64 Docker containers running on my M1 Mac even using the latest version of hugo-bin (see #118).
I believe this should fix the problem I'm seeing.
