Final filecoin-ffi release for NV23.

Tracking issue for cutting final filecoin-ffi release for NV23, currently in v1.28.0-rc2.

This will follow the Filecoin-FFI release process listed here: https://github.com/filecoin-project/filecoin-ffi?tab=readme-ov-file#release-process

The second release candidate has gone through testing in devnets/butterfly/calibration without any issues arising (Check: (publicly viewable) nv23 upgrade tracking master doc..
