Lotus 0.6.0 Release

This is a small consensus-breaking release that will be introduced to the space-race test network. The goal is to test out network upgrades: this includes the Lotus upgrade logic, the operations efforts required for such upgrades, and the mining community's ability to speedily consume an upgrade release.

Core upgrade

• Update to actors v0.9.6 (Update to specs actors v0.9.6 #3603)
• Update to actors v0.9.7 (Update to specs 0.9.7 and markets 0.6.0 #3627)
• Merge in state-change logic
  • Needs exact upgrade epoch and state change params

Other changes

• Improve publish/republish logic (Improve publish/republish logic #3592)
• Update go-libp2p (integrate pubsub Random Early Drop #3518)

Testing and validation

• Sync with new state-types
  • @magik6k and I both have syncs / imports running, so far so good...Might not get done by the release publication, but if we're good for a few thousand blocks, we should be good overall.
