resolves #1023

Revises the FDC3 charter document to:

  • include well-known language from the FDC3 introduction
  • better describe FDC3's scope through a positive definition
  • focus on financial applications rather than financial 'desktop' applications
  • update application types
  • remove success criteria and comments on participation etc. that relate to the establishment of the group over 5 years ago and are now somewhat irrelevant to the project's ongoing scope
