#2734 introduced packaging in CI for
perspectiveand other Rust crates, but apparentlycargo packagedoes not work correctly inside a workspace due to the unpublished version numbers of sibling crates being verified against the upstream repo.This PR updates the rust toolchain to version which supports the cargo feature
package-workspace, which fixes this issue. Upgrading caused some new lint violations, which also needed correction.
