add new startup option init-addaction that will init the actions tabe for local dev operations.

NOTE -- these changes must go into the system AFTER the changes to the fio repo, which add the new option!!!!
NOTE-- the verification of dev net needs to be completed before these changes are merged.
this PR depends on BD-2427 PRs in the fio and dapixio/fio-devnet repos.
