Enable swift-api-tests in SPM for Remote Config Swift

Description

Currently only fake console tests are available in SPM, while CI is running both fake console test and swift api tests. This makes it hard for engineer team to make a change and then experience inconsistent test results between local environment and ci environment.

Maybe something to think about down the road about the infrastructure of the real console testing.
