fix(mentions): mentions XHR fired even after mentioning is done

Fixes #3766

• Only executes logic if the typed content so far has an ongoing mention format typing.

• Frontend changes: tested on a local Flarum installation.
• Backend changes: tests are green (run composer test).
• Core developer confirmed locally this works as intended.
• Tests have been added, or are not appropriate here.
