PoC to test building nvidia-container-toolkit as an external sysext.

If the nvidia-driver sysext is merged while running setup-nvidia, then running
nvidia-smi might pickup incompatible library version.  This happens when
changing the driver version.

This has proven useful on several occasions and I haven't found the time to implement this differently. So I think it's about time to release this officially and I'll provide official docs.

@tormath1 can you take a look?
