Tizen shell should request vsync until flutter engine creation is completed. Create flutter engine sequence: Step 1: Launch the shell. Step 2: Tell the platfrom view to initialize itself. Step 3: Launch the root isolate. In step 2, Flutter engine will request vsync, sometimes Tizen shell receive vsync callback, but steps 3 not completed.So Tizen shell should request vsync until flutter engine creation is completed.

The culprit test asks different threads to access some stack variables, but the stack might return earlier than the threads' completion. This PR fixes it by adding latches. This test, despite being possibly fine for now, consistently triggers the following asan error when I make some unrelated trivial changes. Tizen shell should request vsync until flutter engine creation is
completed.
Create flutter engine sequence:
Step 1: Launch the shell.
Step 2: Tell the platfrom view to initialize itself.
Step 3: Launch the root isolate.
In step 2, Flutter engine will request vsync, sometimes Tizen shell
receive vsync callback, but steps 3 not completed.So Tizen shell should
request vsync until flutter engine creation is completed.
