Add a `hoverDuration` property to `Inkwell` widget to control the animation of the hover effect.

Use case

Currently, when hovering over a widget that uses the Inkwell widget, the transition between the default colour and hovered colour is animated with a value that cannot be changed. I propose that that value is exposed to the user since the delay may be seen as laggy to some users.

Proposal

Expose the value so that the user can programatically chnage the duration of the animation.
