We always use elf (even on Darwin) in these tests and that is generated from a GN rule. This may be a case where the build didn't complete or the unit-tests binary was moved from its original location. Perhaps we can log the name in elf_loader.cc

I haven't seen this flake/failure since the revert here flutter/engine#45125
