[camera_web] Add buildPreview implementation

Adds buildPreview implementation of the camera platform interface.

• Added getViewType to Camera.
  • Returns the registered view type of the camera.
• Added buildPreview implementation.
  • Returns an HtmlElementView with a view type of the given camera.

Part of flutter/flutter#45297.
