broker: document resiliency mode/protocol #3804

Design for broker resiliency is beginning to take shape. These include some behaviors that will be useful for flux developers to understand, therefore some "developer documentation" is needed. For now, we have some broker design notes in the source tree that this could be added to. Perhaps later we can elevate those documents to something more public.
