Upgrade gh actions/cache to v4

Why are the changes needed?

As per https://github.blog/changelog/2024-12-05-notice-of-upcoming-releases-and-breaking-changes-for-github-actions/#actions-cache-v1-v2-and-actions-toolkit-cache-package-closing-down, all uses of the actions/cache gh action prior to v4 are being discontinued. Just this morning we got hit by it.

What changes were proposed in this pull request?

Update all uses of the gh action to v4.
