MODOKAPFAC-2 Implement stub implementation of the okapi interface

Purpose

Implement all endpoints in the okapi interface, but for now returns 501 not implemented. Real implementations of endpoints will be selectively added after this is in place.

Approach

• migrate Okapi API from RAML to OAS using OAS RAML Converter. Adjust the result to group endpoints by responsibility
• implement stub controllers to return 501 as result
• add controller tests with auto-generated test data (by instancio lib)

Ideally, all the PRs involved in breaking changes would be merged on the same day to avoid breaking the folio-testing
environment. Communication is paramount if that is to be achieved, especially as the number of inter-module and
inter-team dependencies increase.

While it's helpful for reviewers to help identify potential problems, ensuring that it's safe to merge is ultimately the
responsibility of the PR assignee.
